Russia Is Continuing to Build Up Forces Near Ukraine, West Says
Russia is continuing its military services buildup about Ukraine, Western officers stated, even as Moscow declared it had begun drawing down some troops and released footage of tanks and armored personnel carriers departing Crimea.
On Wednesday, the day some U.S. intelligence officers had said a Russian invasion was probable to take place, Ukrainians rallied throughout the region in a display of solidarity and defiance in early morning ceremonies. A cyberattack rattled the region the earlier day, targeting the Ministry of Defense and two of the most important banking institutions, temporarily disrupting payments and displaying zero balances on accounts.
